The fundamental barrier is Louisiana's petroleum industry dominance. The state operates 17 refineries with combined capacity of 3.3 million barrels per day—second only to Texas. 88% of U.S. offshore oil rigs operate off Louisiana's coast.
Louisiana offers modest incentives: a 7-18% tax credit on biofuel infrastructure capital projects and a 10% vehicle tax credit for dedicated alternative fuel vehicles. A conditional renewable fuel mandate would require 2% ethanol blending—but only triggers when in-state production reaches 50 million gallons.
The few available stations cluster around military installations and major cities: Bossier City (3 stations including Barksdale AFB area), Baton Rouge (2 stations), New Orleans area (2 stations), Lafayette (2 stations), Fort Polk (2 stations), and Shreveport, Lake Charles, Slidell (1 each).
I-10 (east-west) has limited options. I-20 (northern corridor) serves Bossier City/Shreveport only. Rural Louisiana is essentially without E85 coverage.
